Certificate of Conformity
A Certificate of Conformity (CoC) is a European type-approval that contains the exact specifications of a vehicle. You need a CoC to apply for a vehicle registration. Manufacturers issue certificates of conformity with new vehicles, but they will not usually be provided with a used vehicle that you need to register in another country. VWE offers a solution to this problem.
VWE has access to the RDW Certificate of Conformity database. This enables us to issue a document containing CoC data for the vast majority of Dutch-registered vehicles built in 1996 or later.
EURO 2 or EURO 3
For the many foreign customers who purchase a used vehicle in the Netherlands, this document will help ensure trouble-free registration of the vehicle in the country of destination. Besides the European type approval data, VWE states the vehicle's Euro class on the CoC declaration.
Homologation
Portugal , Spain, Italy and some other countries require a homologation (or harmonisation) document for the import registration. A homologation document is a detailed technical report on a vehicle. These documents can be requested from RDW. They are obtainable in Dutch, Italian, Spanish, German, English and French. It takes a few weeks to obtain the document. The VWE service centre can handle the RDW application for you.
Import advantage with a EUR.1 invoice
The European Union has trade agreements with several countries outside the EU. These arrangements give foreign buyers import advantages, like lower or no import duties. Thanks to these benefits it is attractive for customers from these third countries to purchase a vehicle of European origin.
You have to meet some conditions to take advantage of these import savings. The vehicle must have been made in the European Union and it must be exported to a country with which the EU has concluded a trade agreement. Satisfaction of these conditions must be demonstrated to the authorities in the country of destination by means of the "Goods Movement Certificate EUR.1". The EUR.1 certificate must be filled in and subsequently stamped by the chamber of commerce. Based on the items of documentary evidence (including the supplier's statement of origin), the chamber of commerce will be able to stamp the certificate. The customs authorities must then inspect the certificate. This procedure is complex and time-consuming for buyer and seller alike.
VWE holds a special customs licence under which we may issue a EUR.1 invoice declaration without the need to visit the chamber of commerce or customs office. This saves you time and money. VWE prepares the document and requests the required items of documentary evidence. To be able to issue a EUR.1 invoice declaration, VWE must simultaneously create the export declaration-export verhicle registration. For vehicles with an invoice value in excess of € 6.000,00 an EX.A customs document must also be drawn up. The EUR.1 invoice declaration is obtainable from Cars4Export.eu.
EX.A customs document ( Exporting at the 0% VAT rate )
To export vehicles to countries outside the European Union you must submit an export declaration to the customs authorities and prepare an RDW customs document. You will in any event need an EX.A if:
- you need to demonstrate eligibility for the zero VAT rate;
- your need a EUR.1 certificate or a EUR.1 invoice declaration for a vehicle with a value in excess of €6,000;
- you want to ship the vehicle.
